  In January, 2010 Scientific-industrial enterprise MARINERUS has successfully finished working out of the Automated control system by movement of fleet of small size (ACS MSF) for the limited water areas.

   It is necessary to notice that efficiency of the international and domestic yachting is appreciably defined by conditions of monitoring and management of navigation in the limited water areas, and automation and management of technological processes play a paramount role in increase of level of safety of small size vessels.
   By working out of ACS MSF the analysis of the European and domestic data on safety of sailing, reduction of breakdown susceptibility of small fleet, detailed elaboration of transport process in water areas Russian Federations and the foreign states has been carried out. It is executed studied is administrative-transport base and is standard-legal preconditions to increase of level of safety of small size fleet that has allowed to investigate necessity of management of the sated transport process demanding the organization in the form of modern automated technologies. Preconditions of creation of ACS MSF are calculated. Synthesis of the structurally-logic scheme of the ACS MSF in the Nevskaya guba and the river Neva is spent.
   The made analysis of transport process of small size fleet was specified in necessity of increase of level of monitoring and safety of navigation of small size fleet on the basis of creation in it by ACS MSF.
   Working out of structurally-logic model of ACS MSF was spent with the account of placing of objects of basing and service of small size fleet to water areas of the Nevskaya guba of Gulf of Finland and market yachting segmentation branches of St.-Petersburg and Leningrad region. In this part research of a current state and the basic directions of development VTS and also control systems of movement of ships on main water ways of Russia has been executed, features of construction of control systems by fleet movement, including of small size in water areas of Europe are considered. The carried out modern engineering-cybernetic analysis of system researches, has allowed establishing rational structure of ACS MSF, as the universal monitoring system of movement of small size fleet.
   The structure of ACS MSF represents the scheme united in a uniform information-technological complex from the organizations and means of safety which result is achievement of the control of movement of small size vessels in a control zone. ACS MSF comprises four basic systems: positioning, monitoring, managements and interactions which supervise and regulate moving of mobile objects. Each of systems consists of several subsystems - is functional-organizational services, bodies and means of sailing safety.
   Models for the description of laws are revealed and techniques of the decision of the multiple parameters stochastic problems optimizing zones and range of action of VHFs-radio stations and AIS base stations with the account of influence of hindrances in information channels, influences of a blocking relief between yacht transponder and base station, and also moving yacht transponder concerning a maritime berth station are developed.
   Synthesis of algorithms and working out of a technique for the quantitative analysis of optimum operative ranges of VHFs-radio stations and AIS base stations is executed at fluxional and mutual hindrances in information channels, influences of a blocking relief and moving yacht transponder concerning base station.
   The calculations spent during working out have allowed constructing optimum topology of operative ranges of coastal VHFs-radio stations and AIS base stations in the Nevskaya guba and east part of Gulf of Finland.
   By working out of ACS MSF methods of the system analysis and management of technological processes, the theory of mass service, the theory of algorithms, the theory of casual processes and statistical decisions, the theory of management and decision-making, a basis of program engineering, the theory of management were used by databases.
   Practical value of working out of ACS MSF, also, represents toolkit of construction of its structural components. ACS MSF in the full kind or its separate elements can be used in wide enough spectrums of offers for realization of requirements of programs of the Governments of St.-Petersburg and Leningrad region on improvement of quality of transport process of fleet small size.
   Except the decision of problems of safety of navigating in water area of the Nevskaya guba, ACS MSF can be involved in protection of economic, immigration, customs and other interests of Russia.
   ACS MSF co-operating with other systems, services, and participants of movement it is capable to raise an overall performance of public services. Besides, the project of introduction of ACS MSF will help to approach to the decision of thorny questions on the facilitated crossing of sea border of Russia that will promote development yacht tourism in all region of Baltic Sea. Further, ACS MSF can be a making part of the River information Services, VTS or is integrated into any other necessary structure that will promote increase of efficiency of monitoring and level of safety of navigation in east part of gulf of Finland, the Nevskaya guba and the river Neva.
   It is necessary to notice that elements of ACS MSF are already realized at performance of the state contracts "Management-river" and "Test-river", and separate positions were applied at carrying out of the St.-Petersburg stage of the international regatta of educational sailing vessels “THE TALL SHIP ’ RACES 2009”. And also in practical activities of Scientific-industrial enterprise "MARINERUS" at performance of monitoring researches in regions of the Baltic and Mediterranean seas.
   Development of an infrastructure of small size fleet through creation of ACS MSF and its major subsystems: positioning, monitoring, management and interaction can be favorably used set of the state and commercial organizations. Among expected results of ACS MSF creation it is necessary to note improvement of conditions of a navigation of ships of all types in the Nevskaya guba and the Ladoga waterways and navigation area; revealing of “weak places” in system of safety of navigation, perfection of information-monitoring structures, strengthening of interaction of transport services, port sector and the companies interested in support of sphere of tourism.
   Thus, the five years' stage of scientific researches in the field has been successfully finished.
